The rumour is true as long as you stress the "considering" part of the
sentence.  I don't think it will happen.  Most Canadians in this era of
budget tightening would not consider athletic scholarships an appropriate
use of these scarce funds.  Neither do I, frankly, on either side of the
border, but I enjoy being entertained by the pseudo professionals who do
play college sports in the US.
