Delayed offsides still exists in college, so it's legal to dump the
puck in while another offensive player is still in the zone.  The only
way it would go for offsides is if it went on net, and even then, I
don't think it would be called intentional.

Aside from that, the signal for icing is clear enough, did the
linesman so signal?
