So as to give a better base for discussion, please allow me to point
out a couple of points... ("financial aid" below means financial aid
based on athletic ability)
 
NCAA regulations make this improbable.
 
Renewal of financial aid must be made on or before July 1 preceeding
the school year.  Financial aid is given for exactly one year (a
school's policies *may* increase this or made multi-year probably, but
not guaranteed).  Financial aid can under very limited circumstances
be increased after the start of classes or decreased after the award
(July 1), but none of these circumstances involve athletics.
 
Since it was stated that Peca was cut during pre-season, it cannot
effect his financial aid since pre-season was after the award.
 
Financial aid can be reduced or canceled, after a hearing, for various
conduct, including going pro, fraudulent misrepresentation,
*voluntarily* withdrawing from a sport for personal reasons,
and misconduct.
