I think, one you get the 12 teams, the tournament is PWR'd to just include
the 12 teams.  Thus, a team with a good PWR vs. the rest of the field, may
not have a good one against the qualifying 11.

John Whelan's page has it all laid out.  It is fun once the conference
tournaments start to play around with the numbers to see who falls where
(and out).
