This is a request for clarification, not normative judgements.
 
Robin Lock reported that "the St. Lawrence University Board of
Trustees approved a proposal to allow the school to offer non-need-based
grants-in-aid to Division I men's hockey players".
 
Presumably, certain Div. I schools still do not allow such scholarships.
Presumably, these schools *do* allow athletes the same kinds and amounts
of financial aid available to non-athletes: grants based on academic
excellence, grants and loans based on demonstrated need, etc.
 
My question: what are the *stated rules* that these schools go by?  (Note
that I'm not asking whether you think they actually comply with or evade
either the letter or spirit of the rules).
 
I will accept a pointer to the appropriate reference source in lieu of
an answer.
