What is "the Tonya Harding mentality"?  Realizing that the courts exist to
provide justice to either side in a dispute?  There's no virtue in refusing
to fight for one's rights.

"Shenanigans" is a rather emotionally-charged term to use to describe
what appears to be lack of competence in administrative matters.

Those at fault will probably lose their jobs.  I'd expect this to be an
adequate deterrent to further negligence.  After all, the purpose of sanctions
is behavior modification, not revenge.
