That falls under the one-time transfer rule. An SA may, one time, transfer
(from DI to II-III or from II-III to II-III) without having to sit out a year.
The rule that they must sit out one year automatically, without the one-time
transfer option, applies only to certain sports (football, men's and women's
basketball and men's ice hockey I believe are the only ones).
