Isn't it also true that the military acadamies only accept a limited number of
students from each state (i.e., a quota system)?  It wouldn't matter much for
roundball or football, but ice hockey is not as widely played in some parts of
the country.  This would make it more difficult to field a competitive team.
Consider Army, e.g.
 
OTOH, if Army can do it, why not Air Force?
