I went with what Charlie posted since it was easier than spending more
time on twiddling with factors to see if they mattered.  In the end, I think
that Minnesota will end up with the #4 seed overall so that in the West
regional there won't be a Minnesota - Wisconsin WCHA first round
matchup.

I don't like the idea of sending Michigan east when there is a regional in
Michigan.  The problem is that more messing around is needed to make
that work.  I probably should not get too hung up on conference first round
matchups but swapping Michigan creates two, Michigan versus Ohio
State and Boston University versus New Hampshire.  Where Michigan
ends up and what is or is not done to do that will give us an idea on
selection committee priorities.
