Was the stick smashed intentionally to avoid being checked?   If so, then
how are the rules handled - are they handled like DWI's - if you refuse to
take the test you are found automatically guilty   OR   are they handled
like Drugs - if you flush it down the toilet before the police/referee's
can get it (and there's no proof) you go free?
