Thanks to Erik for posting the 2000-2003 sites.  It was my impression that it
used to be two times out West for every one time in the East.  Things seemed
to have changed radically.  Beginning in 98 the next six sites will be four
times in the East, once in the "traditional" West (St. Paul), and one far
west (Anaheim).
 
Does anyone have any insight as to why the old precedent has changed?
