If I understand this correctly, since this bylaw is being deleted, the 20
or so schools that play DivI hockey but are classified as DivII or III
institutions will no longer be able to vote on rule amendments that deal
with DivI hockey.

Sorry.  It's a perfectly valid question.  If you have a DI hockey team, you
should be able to vote on its changes.
