Unfortunately, I have no info on Monteith. However, it seems to me that
play should have been stopped, regardless of who controls the puck.
 
While Monteith lay at the blue line, the play circulated around him.
That's too dangerous for play to continue. It seems logical to
me that play should have been stopped to protect the injured player,
especially since other players are literally skating around him to
play the puck.
 
I didn't see Bruce Delventhal's reaction, but I'd think he'd want play
stopped and not compromise the health of his own player. Yes, it would
be nice if Union scored at that juncture, but I'd rather stop play to
protect the injured than risk injuring him even more in attempting to
score a goal.
 
Cerbo & Murphy were probably doing what they should have (I say
probably because I don't know what the rule is) in light of last
year's controversy in the NHL Playoffs during the Quebec-NY Rangers
series.
