The CHRM shows the following:
 
4 by Dan Hornstein (Providence vs Rutgers, 11/29/61)
 
However, I don't know that you'd consider this an all-time record
since Rutgers was not even a member of the umpteen-team ECAC back
then.
 
Western leaders (book published in 1989) were listed as:
 
6 by George Mooney (Denver vs North Dakota, 2/19/52)
  by Bill Rowe (Michigan Tech vs Michigan State, 1/14/61)
  by Rudy Unis (Denver vs RPI, 12/20/62)
 
I haven't heard of a total lower than 6 in a game between two DivI
teams in the "modern era".
