Yes, the roof is "Roof framing: Structural Steel, with Roof weight: 5,600 tons" which is a solid non-movable roof. From the pictures it looked like open sides, but that is actually glass which I assume is permanent. But more important is that $500 million also gets you:
Concessions
Concessionaire: Levy Restaurants
Concession stands: 56 permanent, 39 portable
And
Rest Rooms
Public restrooms (not including private suite facilities): 105
Men: 43
Women: 49
Family: 13.
