I found the article being discussed on the web:
http://www.syracuse.com/sports/stwednesday/19990505_slindsa.html
This certainly seems a bit odd, as the article mentions that the
proposal was started by a Syracuse freshman! It is interesting
to speculate what would happen if Syracuse did get a Div-I hockey
team. I would think that they would want to join HE (as mentioned
in the article) because fellow Big East members Providence and BC
are there. However, Syracuse is quite far from any of the current
HE members. With Connecticut in the MAAC also a Big East member
(and should I also count Notre Dame?), I wonder what the chance
of there being a Hockey Big East. I think that as of a couple of
years ago, Villanova had a team in the ECAC South, but I haven't
heard anything about them recently.
