just to share with you a horror story in another sport
NCAA Division 2 Basketball has 8 regions, each with 6 teams.
Our conference had 4 teams selected for the ncaa tournament.  They
were ALL sent to the same region and seeded 3-6 in that region, so the
first two games in the region are replays of the conference
championship tourney.  The two survivors go on to play the #1 and #2
seeds in that bracket in the regional semis.
