One problem that I see with such a proposed idea, is that you have
basically reconstructed the league tournaments all over again.
 
With that structure, why not just take each league tournament champion
and just have 4 teams in the NCAA?

ps. I favor 16 teams, but cross-seeding, at least on an East-West
basis, is too important to the tournament.
