NO. Coincidental, in the context of the rule book, means called at the same

I believe someone else (I'm sorry I don't recall who) summed it up quite
accurately on this list, and I will attempt to do likewise:
If both teams are at full strength, and ONE minor is assessed to ONE player
on each team at the same stoppage,
the teams will played 4 on 4. Otherwise, as many penalties as can be
"cancelled out" (i.e. penalized players immediately substituted for), will
be.
