 This is information gleaned from an article in "Let's Play Hockey", October
 1991 by Wally Shaver. The information has been paraphrased.
 
 The annual NCAA Officiating Clinic was held the weekend of September 29th,
 which included a mix of Division I and Division III coaches along with the
 officials who work the games. The intent of the meeting was to get everyone
 acquainted with the "areas of emphasis" and new rules pertaining to college
 hockey for the 1991-92 season.
 
 The phrase "areas of emphasis" means that certain areas of the game need to be
 improved with a stronger enforcement of EXISTING RULES.
 
 The major problems as seen by this group are: hooking, holding, and
 interference. According to the group "clutch and grab" hockey will NOT be
 tolerated this season. These are not new areas of emphasis to the collegiate
 game either.
 
 Hooking will be called on players whether they are hooking the puck carrier or
 an opponent away from the puck.
 
 Holding an opponents stick, equipment, or clothing is an automatic minor
 penalty.
 
 Interference will be called on dumping an opponent in front of the net,
 impeding a wing, holding in front...etc.
 
 Other areas of emphasis include: coaches conduct--abuse or lack of respect
 towards officials will not be tolerated (Shawn Walsh, Jack Parker, and Brad
 Buetow should pay particular attention to this!! :-) ); and, a player who
 charges or fouls a goalkeeper while the goalie is in his privleged area must
 be penalized.
 
 There are a few NEW rules for the game this year too. Each team must only have
 ONE captain. Also, the captains from each team will meet prior to the start of
 the game with the referee. Captains will be the last off the ice. When leaving
 the ice, the team whose bench is closest to the exit must leave first,
 otherwise a bench minor will be assessed.
 
 In overtime, especially in tournaments, goalies will always stay in the same
 net that they defended in the first and third period, regardless of the number
 of overtime periods required to decide the game.
 
 Here is another interesting change: If a player of the defending team
 deliberately displaces the goal, and an opponent has a clear shot at scoring,
 a penalty shot OR minor penalty is assessed. In the past, it was just a minor
 penalty. This could create some interesting coaching options!!
 
 The new hand-pass rule has already been discussed here, but I'll restate it
 for our new members. A player in his own DEFENSIVE zone may make a hand pass
 to a teammate also in the defensive zone.
 
 And finally on icing calls, the puck must be entirely past the center red line
 to nullify icing. If it is touching the line at all when shot down the ice,
 icing the puck will be called.
