I believe that goalies have to go to the penalty box only
when they have received a misconduct (or major?) penalty.
In one of the Michigan Tech games at St.Cloud State this
year, the SCSU goalie Lietza was given a penalty during
the first period.  I think he received a 10 minute misconduct
for argueing too much with the ref after Tech had scored
a goal.  He had to go to the penalty box for this I believe
(I know he was removed from the game) and never came back.
