If the NC$$ considers shootouts to be ties regardless of the outcome, then
what's the point?  All they are playing for then is HE tournament seeding,
correct?  It's not like a team will drop form 3rd in HE to 8th because it lost a
couple of shootouts.  (ok, i could be wrong, but i doubt it.)  And they still
need to *WIN* the tournament to get the automatic bid.  I don't like the idea of
shootouts to begin with, and this just takes what might be construed as exciting
and renders it virtually meaningless.
