I think you mean Pat Tardif.  The Tory situation (Prop. 48) was earlier
in the season, and I don't believe Carville was involved in a significant
way.

I don't remember seeing this brought up.  I DO remember hearing that the
University's requirement dropped from 9 to 6 credits, but not the NCAA.
This is the first I have heard of this.
 
Can anybody else verify?
