In my Toronto league game last year one of our players got a
double minor and could only serve one of them.  The other play
also got a double minor and our backup goalie served the penalty.
We actually didn't have enough players (8) to let anyone serve
it, so the goalie served it.
 
But, to my knowlage, no goalie can serve a penilty if the play
must come back on the ice during play.
