Note that the proper parsing of the headline is that UND claims the
tribes support the nickname.  One of those claims is based on a letter
from Fool Bear, the chair of the Standing Rock judicial committee, but
if you read farther...

" Standing Rock Chairman Ron His Horse Is Thunder sent a letter to
" Franklin on Thursday, saying the tribe "maintains its stance opposing
" the 'Fighting Sioux' athletic nickname and logo."

" His Horse Is Thunder said the judicial committee can only make
" recommendations to the Tribal Council, and he said Fool Bear in the
" past has unsuccessfully tried to sway the council toward supporting
" the nickname.

And the other tribe they claim support from has refused to consider
the issue since 2000, although the UND president claims in the article
word-of-mouth reaffirmation of the support they gave then.

I thought there was a third Sioux tribe who unequivocally opposed the
nickname, but maybe they're not based in North Dakota.
