Schools (and whatever partners they can find) bid to host the
regionals. They put forward a proposal that they think is financially
viable. There are no guarantees to the host (unless they happen
to have a partner who is willing to cover potential losses, which is
unlikely since the sponsor doesn't get to plaster their name over
everything like they do for the conference tournaments).
