Maybe it was Lowell that was being referred to here??  At one time Lowell
was a D2 hoop power - they won the national champioship once in the late
80's (1988 maybe?).
 
Rumors still persist that if/when Lowell gets their new arena, they will
"bump" up all their sports to the D1 level...........
