IMO, this is only true if you accept that the referees will be calling a 
game that is at least slightly "loose".  If they call everything, by the 
book, there will be no alteration possible.  Nor should there be any 
alteration necessary, as the chippiness that would lead to a need to 
regain control over the game would already be penalized.
