Whoops, I was mixing absolute (including teams that didn't go, like #6
Maine and #12 Bowling Green) and relative (including only teams in the
field) PWR; my "why not" bracket should have read:

 4 LSSU (C)     5 Minnesota (W)
 7 WMU  (C)    10 Michigan State (C)
13 Cornell (E) 11 Clarkson (E)

The actual seedings the NC$$ used last year were
