They did not. Hockey rules, at all levels if I'm not mistaken, state
that if a penalty shot is awarded, then the penalized team does not
lose a man whether or not the shot is made. For example, on the 2nd
penalty shot awarded to Canada in that game (on a similarly cheesy
call), Snow stoned the Canadian and the US was still at full strength
afterward.
