Rule 6, Section 27

Icing should have been waved off, since the shot was taken while the player
was still in the box.

Presumably the reverse would also be true. If a team is playing 4-on-4 and
the opposition's penalty is about to expire, icing would be called if the
puck was shot before the team became short-handed.
