Wrong question,  Who casts the vote is really unimportant.  The
important issue is how is the vote decided.

The president/chancellor or his/her designee (usually the AD or FAR)
normally actually casts the ballot.

Normally, the institutional vote is decided with input from many
stakeholders (student athletes, coaches, far, AD, academic advisorsm
financial aid advisors) and then officially cast.
