Yes, that is exactly what "touch up" means.  If one of the players from the
offending team (providing he is onside) touches the puck first, the icing
is waved off.  The same thing happens if the receiving team's goalie touches
the puck.  Also, if the puck travels through the crease, icing is also waved
off.  And the linesman, if in his judgement, the receiving team could have
gotten to the puck with a little effort before it crossed the goal line,
then he may wave the icing off out of hand.
