Well,
    There are several classifications of referees under the USA Hockey
system.  The college system I am a little unfamiliar with.  In USA Hockey,
everyone is a referee - it is just what they are qualified to act as
during a game that differentiates them.  There are 4 levels.  4 being the
highest.  USA rules use either the two referee system or the NHL style 3
man system of 2 linesmen and one referee.  College hockey, from what I
understand, uses 2 referees in order that more penalties will be seen and
called so as to keep the play cleaner and more competitive. (This is how
I understand it.)  A referee can do a linesman's job (in other words, he
could move down in function to officiate a game, but a linesman can not
move up - until he has the seniority and the proper testing completed and
he is certified at that function.)  Hope this helps!
