FYI for anyone who hasn't seen this before -- it's a fairly common hoax on the
net (check any of the urban legend sites and you should find it).  The most
notable tip-off here is that "Federal Bill 602P" is a bogus identifier - if a
bill were to be fought, it would be identified by its House and Senate names,
HR<####> and S<####>.
