Whistles and noisemakers are a different issue than bands, IMO.  As long
as a band instrument doesn't sound like a whistle.........

Its not so much the distraction is it? Isn't it more that it causes
issues to hearing the whistles  on the ice and the confusion that
noisemakers cause with the game.
