Jiri's penalty is correct (though could have been worse), since by
rule 49(g) (CHA rules):
 
"A match penalty shall be assessed any player or team official who
deliberately spears or deliberately attempts to spear an opponent by
jabbing her forcefully with the toe of the blade of the stick, or who
injures an opponent by any spearing action.
A double minor penalty shall be assessed any player or team official
who pokes of jabs or attempts to jab an opposing player with the toe
of the blade of the stick."
 
Of course, Y Feasby could have got a roughing or fighting penalty --
the guidelines specify "a number of punches" (Sitn 20 to rule 59(a))
for it to be a fight, so he could have got a minor for instigator/
aggressor plus a major and game misconduct, or at least a minor for
roughing.  As a ref, it's not unusual to miss the cause, to spot
movement peripherally, and to catch the retaliation.  But then I've
been in the stands and watched players (esp in front of the net)
watch the head of the close ref, and as soon as he glances up ice
make a quick swing at the opponent, so that it's all innocence by
the time the ref's head swings back.  I suppose that's all part of
the game!!!!!????????
