Anybody whose ever been to these things knows that the second game start
time is just an educated guess based on statistics.  A game with a lot of
offsides/icing or penalties or ice problems and the whole schedule goes out
the window (let alone overtimes)

I think they must mean that this is the earliest starting time for game 2.
If the first game  finishes early,  they won't start the second game until
their stated time.  Otherwise, you have fans who were just showing up for
the second game missing the start.
