Starting up hockey can be Title IX neutral in that women’s hockey is a reasonably established
sport.  The facility is the main cost, and if you have an on-campus rink, then the women’s program
has a modest incremental cost.

On the other hand, the gorilla in Title IX compliance is men’s football.  And men’s football has,
shall we say, a modest degree of importance in the Big 10.  Having a Division 1A (is that the
higher one?) football program makes it really difficult to add men’s sports.  For the most part
new sports probably need to be more than Title IX neutral; they need to increase women’s
participation.

UNO is D2 in football, correct?  That probably gives them a lot more Title IX flexibility.
