Could it also be a policy to increase attendence?  This year in the
Sqeakball Tournament, the NCAA placed teams close to home.  Their seeding
also resulted in a West bracket that is considerably harder than the other
regions (4 of the top 8 teams, 10 confrence winners etc.).  One of the
driving forces for this was to increase attendence at the opening round
sites.  Could this be the goal for the hockey tourny as well?
