My hazy memory says it was around 1970 or so.  I think the Clarkson -
Cornell NCAA final may have been the last game contested with that rule.  I
wonder if it was safety or perhaps the selling point of the game was offense
and to give the defensive team "free outs" was thought to allow more goals
to be scored.

I remember a radio interview with former Clarkson All American Steve Warr
who, recalling those days, said Clarkson used to line up right outside the
blue line and pummel the players as they came into neutral ice.

Somethings never change...
