So what does this actually mean for someone who has never gone to the Frozen
Four before?  Are they shut out?

I am asking because I have my eye on the 2004 Frozen Four in Boston.  Who do
I talk to and how soon do I have to do it to get tickets?  I don't care
where the seats are, just get me in the damn building.
