Time for a computer science geek to put his 2 cents in...
How about several well place laser guns around the arena, all controlled
by a 33MHz 486 which would scan for flying pucks.  After calculating
the trajectory of each puck leaving the ice if it would travel into the
crowds, it is instantly zapped by a laser! :)
