Actually Steve, I don't know where you did your undergraduate studies, but
many schools MAKE you take 1, 2, 3, 4 or more Physical Education credits to
fulfull your degree requirements...therefore the students HAVE to spend those
dollars on PE credits, regardless if they need "physical activity" or not.
This is usually done by the school to either...a) get Freshman acclimated
to the available facilities on campus, thus encouraging 4 years of healthy
living/activities.....or b) an excuse to squeeze more tuition out of students..
depending on how you look at it.
 
If you are a intercollegiate athlete, like Checco, or this DIII football/track
student, being MADE to take Tennis, Racquetball, or whatever PE course appeals
to you is a waste of time AND money, if you spend 20 - 40 hours a week training
and practicing your scholarship sport on top of that.  You are already in good
shape, and you have NO spare time, so why not get credit for your "sport?"
 
I think there is no difference in "testing out of MATH 101" and having to pay
your 3 credits just to get it on your transcript, or testing out of HOCKEY 101
and being able to get credit for that, since you play college hockey for the
school.
 
If he wants to further his education, he can do so, but he wouldn't get
a "free math class" to be used in lieu of his not taking a PE class...he has to
pay for the PE credits regardless to fullfill the degree requirements.  Unless
you are implying he's taking PE credits for general electives or something,
then it might be a different story.  I'm assuming he is being required to take
so many PE credits for his degree.
 
Guess it depends on each school's requirements.
