 The Big Ten rules only apply to the schools IN the Big Ten. So, technically
 the schools that are in the Big Ten, are required to follow MORE rules than
 those that aren't. The other schools in the same league as the Big Ten schools
 only follow the NC$$ and their league rules governing that sport.
