When a system of checks and balances functions ineffectually, maybe it
requires   an overhaul.
 
Take for instance Rule #73, bad language, in the 1999 official rules of the
NHL, players get a game misconduct for this violation, while coaches,
trainers and managers get a bench minor penalty. Compare #73  to Rule# 48,  a
player who commits checking from behind on another player (who is unable to
defend himself)  gets a game misconduct.
 
I can hardly believe what I read.
 
No wonder penalties and penalty boxes have become ineffectual.
