Let's stop carping over what did or did not happen -- let's try to develop
a solution.  Here's mine:
 
Prior to the start of any new season, the organizers of each "tournament"
(other than the NC$$ tournament playoffs, of course) must submit a plan
which describes the method by which ties will be resolved during said
tournament, signed by each participating school.  It would be submitted to
the NC$$ for review / approval / modification / denial sufficiently in
advance of the tournament.  The approved tiebreaker plan must then be
publicized in the tournament program, media notes  and announced prior to
the start of each game.
 
Breaking of the approved plan, besides marking the offenders as unworthy of
being entrusted with supervising "student-athletes" (or, winners of the "if
you can't do, teach" award), would cause the game result to be listed as a
tie and the official "result" being required to be worded "No Champion -
organizer error"
 
It's a good thing some of these school representatives were never involved
with the Apollo space program...
