I hate to contradict J michael publicly, but his misunderstanding on
this point is egregious at best.  Typically, public higher education
is funded in part by the institution receiving funding from the state
to augment the lower tuition rates received by in state residents.
 
The product all students receive is identical.
The cost to the athletic department of the scholarship is NOT identical.
        For out of state students the university receives
                $16,000 roughly from either the student
                        or whoever is paying the bills
        For in state students the university receives
                $7,000 roughly from state funds IRRESPECTIVE of
                        whether or not the student is an athlete
                $9,000 roughly from either the student
                        or whoever is paying the bills
        so the athletic department saves roughly $7000 a head by recruiting
        in state. This burden is transferred to the taxpayers who are
        funding the in state subsidy for a public education.
Also, scholarship dollars for athletics generally are no more
phantom dollars than national merit scholarship dollars.  The dollars
come from somewhere.
