If the calls are made while 5 on 5, teams each play a man down.
However, if made while they are 4 on 4, the players serve the minutes
but they no longer go down to 3 on 3.  Too bad - I liked all that open
ice.  Exciting.
 
The interesting one is when a team is up 5 on 4, matching minors leave
it at 5 on 4.  That was to handle players intentionally mixing it up
with an opponent while 5 on 4 in order to achieve a 4 on 3 power play,
while is much better offensively than 5 on 4.
