Let's see, 400/18 = 22.2.  St. Lawrence, Colgate, Union, Army, and Air
Force do not offer scholarships which leaves 39 Div-I teams (assuming
that none of the Div-I teams that play mostly Div-III schedules offers
scholarships).  Either there are a lot of teams that do not offer the
full complement of 18 scholarships or there are other teams that
don't offer any.  I think people have posted Ohio State and Notre Dame
as schools that have less than the maximum of 18 scholarships.  [And of
course there is one team in the Boston area that offers more than 18
scholarships ;-) ]
